Related issue:
The NTD Monthly Ridership Report has RTPAs with varying number of Reporters, most having less than 5 Reporters as well as Reporters with zero ridership data since 2018.
Along with the new bar chart display total UPT across the RTPA, it was suggested to include the associated dataframe to make it easier for end users to see the Reporters (even zero ridership Reporters) in the RTPA.
Also has a minor fix for a function in
rt_segment_speeds/segment_speed_utils/vp_transform.pyredeployed notebooks, no errors.
