Uplift into production approved after deliberating with @brave/uplift-approvers. As discussed via https://bravesoftware.slack.com/archives/C01LKMP6X36/p1713332577140339, it currently doesn't enable any features other than placing users in the above cohorts. However, we want to get this pushed out so we can start collecting data as per https://bravesoftware.slack.com/archives/C01LKMP6X36/p1713333945451389?thread_ts=1713332577.140339&cid=C01LKMP6X36. QA has verified the PR on staging for both Win & Android as per #979 (comment) & #979 (comment).
