feat: CE-345-webEOC Framework / NATS PoC

Description

Created NATS and WebEOC container. NATS container handles messaging of new complaints, while the WebEOC container calls the WebEOC endpoints to retrieve complaints. The WebEOC container also publishes and subscribes to the topic defined in NATS.

How Has This Been Tested?

• Verify that the last x days of complaints is retrieved from webeoc
• Verify that the complaints are published to NATS
• Verify that the complaints appear when subscribed to NATS
