  As a BC Registries user, I need to have access to the latest release notes when logged in and while logged out.

Notes:

• Would like to remove release notes all together from what's new because eventually a new set of pages will be created to support some of these release activities
• Start creating that new user behaviour so users become familiar with the new location

Added to Assets Pipelines

@ozamani9gh - this was discussed at our standup this morning. The sticking point for Assets is that we are on the major version 4 of the sbc components library due to our Vue3 upgrades. Could this update make it's way into a patch version update for v4 as well?

This might also be helpful for the teams that are starting net new UI development cc @mstanton1, @mbertucci

@ozamani9gh I've created a linked ticket for my team so there's less noise if we comment while moving it through our pipelines. It's linked above. I've also updated the scope from just business search to cover 'Business Search / Director Search / BTR'.

The Entity UIs need to import the latest SbcFooter component (from sbc-common-components v3.0.13):

• Business Create UI (currently using sbc-common-components v3.0.8)
• Business Edit UI (currently using sbc-common-components v3.0.8)
• Business Filings UI (currently using sbc-common-components v3.0.8)

The code differences between sbc-common-component v3.0.8 and v.3.0.13 should be identified so we can verify/test that there are no breaking changes in the Entity UIs.
