What changed?
Sets up a local dev environment for the aspirepress.org site as
staging.aspiredev.org, which will eventually be able to deploy as the live site.Also adds the dev-main version of AspireUpdate. The lockfile is checked in, so it'll still be a repeatable build.
Why did it change?
We need a dev pipeline for the public site. This isn't the complete pipeline yet, but it's a start.
