Thanks to Dave for upgrading Elixir to 1.17 on the FreeBSD workers, so close this PR.

This is not only about upgrading the corresponding workers. I would instead say that what matters here is what the current version of the Elixir port is in the Ports Collection. (That is, something that FreeBSD users could install without any further ado.) Fortunately, that is 1.17 for lang/elixir and 1.18 for lang/elixir-devel, so we are indeed good to go.
