Fixes AAH-3073
This partly undoes #896 which removed the hardcoded list of tags in favor of using the available tags api.
This brings the list back, up to date with the list in galaxy-importer,
and uses it instead of the API call when the search query is empty (and when in insights mode).
When the user starts typing, we still use the API.
