Allow 0 ALGO amounts when creating pay transactions
Allow setting the extra program pages when deploying an app
Tweak UX KMD and Mnemonic wallet provider modal presentation
Don't prompt for a KMD wallet password for the unencrypted-default-wallet or lora-dev wallets, as they don't have one.
