First release version for CRAN

We've ceased to add new features until the next version is revealed. Currently the software automatically fits an optimal growth or decline curve, but it does not allow a user to force a curve to be only decline or growth curve. This version is in line with 2017 paper "A stable convergence algorithm for the 4 Parameter Logistic model: R package dr4pl".
