DEVX-8677: Voice NCCO updates

This PR makes some updates to the implementation for NCCO actions. Specifically it:

• Updates the talk and stream actions to add the following properties:
  • eventUrl
  • eventMethod
  • eventOnCompletion
• Updates the input action to add the following properties:
  • mode
• Updates record action to add the following properties:
  • transcription
• Makes fixes in for all actions to validation for URLs
• Adds/updates unit tests for all of the above
