!question: Use accessible link text label and unify contents with slash variant

The current question commands (both legacy and slash) use a bare URL for the question-asking guide. Like other links in other existing embeds, a masked link would allow for an accessible link text label.

This PR

• Updates the question command embed content to use a masked link for the question-asking guide.
• Uses lib/commandsContent.js as !question's source of truth.
• Updates !question's snapshot.
