Implement basic layout for 'Temporal Graph'

As a developer,
I want to be able to navigate to a new page within Scholars admin section that has a similar layout to that of the Temporal Graph

Acceptance Criteria:

• Implementation of a custom header that can change depending on what organization is being viewed.
• Implementation of the dual column structure (under the title) to mimic that of the Vivo 'Temporal Graph'.
