Setup a mono repo for deploying AWS cloudformation templates that will build custom AMIs using the AWS image builder. We reference files from Sage-Bionetwsorks/aws-infra[1] repo so that we can version the cloudformation templates and deploy a versioned template as needed. [1] https://github.com/Sage-Bionetworks/aws-infra depends on Sage-Bionetworks/aws-infra#419
