Independent modules for DCS data collection (mostly by F. Ferrarotto and G. Georgiev)

This is a branch for all new modules for DCS starting from Georgi Georgiev Code

All Documentation for the new modules will be in the docs folder inside padme-dcs-module-info
All module sources will be in the kernel folder
