ROU-11176: Removed AddInnerSourcingLabel.yml and standardize workflow names and update to v2.20.0

What was happening

• Some rules around inner-sourcing were discontinued
• The workflow's names should be standardized across the UI Components team

What was done

• Removed the workflow AddInnerSourcingLabel.yml
• Renamed the validate pull request labels workflow to validate-pr-labels.yml
• Renamed the validate pull request title workflow to validate-pr-title.yml
• Updated version to v2.20.0

Test Steps

• Validate GitHub Actions when opening a new PR
