This PR changes the current non-EVM `BalancesController` for the new
`MultichainBalancesController` that is now included in the version
46.0.0 of the `@metamask/assets-controllers`.

## **Description**

Ensure the smart transaction status confirmation is shown after internal
transfer transactions are confirmed.

Resolved by triggering confirmation navigation if only approval flows
exist in the state.

There has been a [recent change to stop relying on transaction decoding
third
parties](MetaMask#29341). The
parsed transaction data now varies depending on the ABIs, and for some
ERC1155 tokens the `._to` argument is expressed as simply `.to`.

## **Description**

Adds a helpful hint to the policy update message highlighting whether
you only need to review main/policy.js or multiple (if the policy
updates differently across build variants)

The result should look something like this:

I've tested the bash script, but I've yet to test the action as a whole.
I'll need to branch off of this and make a fake PR I think. Will link
here when ready.

update:
I didn't succeed testing it on a branch without messing up the code for
MMI and I don't think it's worth the effort. Worst case, I'd need to fix
the script if it fails.
