[Issue] Several Vehicles have incomplete/inaccurate stats

Brief Description *

This is based off of reading the TRO Vehicle Annex Revised.

List of vehicles and their problems. For quirks it only includes the currently implemented quirks (so obsolete on the charioteer will not be mentioned).

• Mótuö Chë Shang No.2: missing quirk(s) (easy to maintain).
• Ceres-Bikes Flashbang: missing quirk(s) (bad reputation, poor workmanship).
• Durandel-British 'Blue Nova' Convertible: missing quirk(s) (poor performance).
• Bulldog Medium Truck: missing quirk(s) (easy to maintain).
• Pit Bull Medium Truck: missing quirk(s) (easy to maintain).
• Mao-Heng Charioteer: inaccurate design (has 0.5 ton infantry compartment instead of 8 standard seats).
• Skoda 'Growler' Service Utility Truck: armor is incorrect tech rating (should be tech rating C armor factor 4), engine is incorrect tech rating (should be tech rating C)
• Lesseps Dump Truck: dumper not right tonnage (should be 1 ton, rules at TM 243), missing quirk(s) (bad reputation).
• Brunel Dump Truck: dumper not right tonnage (should be 2.5 ton, rules at TM 243).
• Rock Rover Half-Track (RRV): equipment needs to be re-selected (weight is bugged?), ammo needs to be added (6 kg of support laser ammo for 30 shots, 10 kg of auto-rifle ammo for 600 shots). Aforementioned ammo needs to be added to MegaMekLab.
• UL-10 Construction Vehicle: missing quirk(s) (modular weapons).
• CellCo Ranger: armor is incorrect tech rating (should be tech rating C tonnage 2.5), missing quirk(s) (easy to maintain).
• Sherpa Armored Truck: missing quirk(s) (easy to maintain, gas hog).
• Magellan Series Four: infantry compartment should be changed to Foot Infantry Bay (5 tons) with 2 doors.
• Elite Land Train (Trailer) Series 3T: Cargo bay improper amount of doors (should be 2, not 1).
• Galaport Ground Trailer: Cargo bay improper amount of doors (should be 2, not 1), missing chassis modifications (should have Tractor modification).
• Ina-du Swamp Skimmer: Incorrect number of seats (should have 4 standard seats).
• Dillinger Police Vehicle: Incorrect number of seats (should have 13 standard seats), error in CommsGear (should be 1 ton).
• Deusenberg VIP Luxury Hovercar (Original): Incorrect number of seats (should have 6 standard seats).

• Comet Airliner: supposed to have 120 passenger seats, not 9 ton infantry compartment.
• Longhaul Cargo Aircraft: supposed to have 26 passenger seats, not 2 ton infantry compartment, missing quirk(s) (atmospheric flyer, difficult to maintain).
• Torrent Heavy Bomber: cargo bay improper amount of doors (should be 2, not 1), missing quirk(s) (atmospheric flyer, internal bomb bay, poor performance).
