v1.1: Shops plot/module integration!

Read required versions below!

v1.1:

• Item Sign shop creation can be limited to just Shop plots.
  • Optionally it can be a personally owned shop plot, or any shop plot where the creator can build.
• Made disabledWorlds tests also ignore worlds where usingTowny is false.

You must be using Towny 0.94.0.11 or newer.
You must be using TNE 0.1.1.9 or newer.
You must be using TNE Signs 0.0.1.3 or newer.
You must be using TNE Mobs 0.1.3.0 or newer.

Failure to use these builds will mean Towny-TNE will not work properly or even at all.
