zabbix-cli: add shell completions, use PyPI sdist

Use PyPI package for resource autobump

Keep Git livecheck since upstream may change PyPI package name. If upstream starts uploading to zabbix-cli and stops uploading to zabbix-cli-uio, then may not detect update.
