Adds triggers to process the 'Mandatory Consanguinity' doctrine for Consanguinity.
Adds the 'Mandatory Consanguinity' doctrine for Consanguinity. Also adds 'Mandatory Consanguinity' as one of the criteria to select the 'Divine Marriage' tenet, in addition to 'Unrestricted Marriage'.

Adding 'Mandatory Consanguinity' doctrine under the 'Consanguinity' section of a faith. Adds the relevant localization items and ensures 'Divine Marriage' tenet can be picked with both 'Unrestricted Marriage' and 'Mandatory Consanguinity' doctrines.
