there is no CKAN 2.10 solr image yet so use 2.9
- IRoutes was for pylons support, blueprints replaced it, this was just leftover from the old migration. It has been thoroughly removed from CKAN Reference: ckan/ckan#6594

IRoutessincepylons, so it was breaking 2.10. But we were not utilizing that code, so it is still compatible with 2.9
