Allows subscribed users to receive an alert if/when one of the dependencies starts using the Hippocratic License

Will need ENV variable ALERT_EMAIL_ADDRESSES present in order to function

addresses RFC #37

How do you propose testing it?

Based on the repo status, I didn't really 😓. Locally I dropped into the console, and triggered the email by adding a dummy dependency.
