Testing

I successfully deployed spack environments for each compiler. I then ran the Omega CTests using the Omega submodule.

This merge adds a table of Omega supported machines and compilers,
including amdclang(gpu) on Frontier.

Some clean-up and minor reorganizaiton is also included.

@cbegeman, just noting that I have added a table to Omega supported machines and compilers here, as you had requested awhile back.
