Unofficial soft release for 1.9.x -- includes a sometimes working work-around for the Spigot/CraftBukkit de-synchronization of location bug. A better fix will hopefully be forthcoming.

Also includes an event for other plugins to keep track of the Fill task's progress. Thanks Pieter!
