When 1P gallery images are used for the VMSS, AutoOSUpgrade must be true, enforced by the API. Previous versions of the module always disabled AutoOSUpgrade to avoid interfering with the health probe when the LB was deleted. This change leaves AutoOSUpgrade enabled if App Health extension is being used--enabling these VMSSes to remain compliant and move to standard SKU LB.
