Updates docker file to use debian bookworm
Also addresses a concern of the docker image disregarding the referenced megawarc submodule and just pulling master (builds should output exactly the same result now, yay)
Needs ArchiveTeam/megawarc#7 merged first and the submodule updated to reference that merged commit.
Everything here should be fine - most of the remaining work is checking the megawarc util works on python3. I have only tested packing though.
