Start NIP-89 in the UI

NIP-89 implementation is only in the UI at this stage as we discussed.

Changes:

new .env for the form of the NIP-89

Done:

• creation of a NIP-89
• Admin view with form
• View of the DVM event kind Config in our relayer. (31990 event for one event or each one directly).

Todo:

• Better view with the UI/UX
• Provide a better direct Description of the utilization and flow as a user/business.
• Config by admin (pubkey on the env)
• AppHandler by EVENT_ID (5600, 6600, maybe more)
