Allow hiding pages from navbar #184

- Rename 'order' to 'navbar_order' so it's clearer what it is for - 'navbar_order' being unset will make the page not show up in navbar. This is required for pages that will be linked from elsewhere (like toc) but should not be in the navbar. Ref #176
