navi-castle: adds restrictions import

• new job restrictionImport for the same
• new location /spartacus aliasing to /backup but in JSON for future integrations
• standard API compatibility boilerplate for ingress resource
• support for terminationGracePeriodSeconds documented
• support for secure S3 connection with new parameter dgctlStorage.secure, defaults to false for backward compatibility
