[validation] Setup baseline validation tests

We currently have a stub that needs to be filled out for checking the results of the validation phase for PL/I. This will likely be an involved process as we move forward with the extension, but for starters we should be a baseline implementation that we can build up on, and add cases going forward as they're identified/reported/etc.
