Add Azure Publisher #4

Add a publisher to Azure. Specific service options:

SQS (“Azure queues”) or service bus
Event Grids (high volume messaging) single consumer receives message
Event Hubs

Particular one to be used still TBD, sounds like Event Hubs was the preference.
