Download button aesthetics and functionality

The download button in the jobs list needs to be reworked.  Currently there's a separate button for each download type.  It would be nice if we could have one download button that would open a dropdown to select the desired download type (geojson, geopackage, etc).  In the future there will be new download types and the current solution will NOT scale well.
