Warning only when resource cannot be downloaded

Hi!

I have been using genomepy to download genome resources from ENSEMBL as part of a workflow. ENSEMBL was apparently offline:

08:34:59 INFO Fetching assembly: GRCh38.p14 genomepy.py:135
08:35:29 | WARNING | Ensembl appears to be offline.

The workflow eventually failed, but not immediately because genomepy only raised a WARNING, which obscured the diagnosis of the issue. Should't genomepy just quit if it cannot download the requested resource?
