Reserve materials displaying "Unknown" when they have valid data.

Describe the bug

Certain reserve materials are displaying "unknown" when they should have reserve circ data. E.g. https://search.library.ualberta.ca/catalog/8280758.

I don't know if this problem was happening before this change or not: 98b30ec#diff-cf4a870a937d4610c90951b512f11afe

For example, for record 8280758, you can see the reserve rule information being displayed in iLink.

I don't know if this is happening for all holdable/reserve material, or just some. We may need to verify the Symphony API response to know what data is being returend.

Expected behavior
These records used to display reserve circ information instead of "Unkown".

Anything that says 'unknown' is masking a missing human readable string. This just means that our config files aren't up to date with the Symphony config.

Ah right, OK. So these should fix themselves as we implement the db version of the config information.
