Utility Panel: Add a control to set pushContent property dynamically.

Describe the issue

Currently, dynamically setting the "pushContent" property via JavaScript or TypeScript is not working.

Sample code for error reproduction:

const panel: HTMLElement | null = document.querySelector('modus-utility-panel');
if (panel) {
        (panel as any).pushContent = (someCondition) ? true : false;
}

Probably the "watch" property of pushContent might not be implemented. There's a watch property for "expanded" attribute of utility-panel.

The issue might lie in the below file:

stencil-workspace/src/components/modus-utility-panel/modus-utility-panel.tsx
