Suggest to add tooltips to the ModusTableRowAction around the icons

Proposal

I would like to have the options to add Tooltips around the Icons on the row action column so that the end-user can hover them and know what each of the icon buttons are for

Motivation and context

On the tables in the Cascade web app, there are 3 to 4 action icons that look similar, making it difficult for users to understand their purpose until they click on them.
