Cross hair should change when over buttons

In the iD editor, when we move the pointer over any button, it changes shape.
Alas, in Map Warper, the cross hair stays a cross hair, even if we move it over any of
the buttons in the upper right corner of either map during Rectify.
It is only when we move the pointer entirely off of the map, does it finally change shape.
