"privacy-sensitive clients might prefer to use an encrypted DNS service other than the one locally provisioned in order to prevent interception, profiling, or modification by entities other than the operator of the name service for the name being resolved"

Tracking and cross-referencing of client's users are also actions that privacy-sensitive clients would want to avoid
