Closed shrubland and Closed sedgeland have the same definition in the vocabularies #227

While integrating the Habitat description types vocabulary https://linked.data.gov.au/def/nrm/c19a0098-1f3f-4bc2-b84d-fdb6d4e24d6f we noticed that the definitions for Closed sedgeland and Closed shubland are the same. I believe the Close shrubland needs updating.
