A first step towards full AMR is to adaptively determine the refinement on the initial evolution grid. For this we want to:

Load initial data onto the evolution grid
Go to the AMR phase, evaluate AMR criteria, split and refine elements, go back to evolution phase.
Reload initial data onto the refined grid, repeat.
