Discovery of Webfinger acct: URIs for authors

Most of the discovery methods described in this document for discovering authors use the https URL scheme. However, the acct URI scheme is also useful for identifying actors, and is probably more usable, especially
when the URI is entered by hand. At least these author discovery types should consider acct URIs as well:

• Link headers
• <link> elements in HTML
