chore: move context code into new module #15132

The runtime.js module is a mess of all sorts of different concerns. Lately I've had to work in it a fair bit and it's just really hard to keep a mental map of what lives where when the module is so large.

This PR moves all the component-context-related stuff into its own module, as a starting point. (We already do this for server code)
