Can I collect media by hashtag without specifying user id? I mean collect media only by hashtags

Yes, you can! You need to combine multiple functions to work on your "need"

1. You need to first fetch the last post of the user by using user_medias.
2. Fetch the users who liked the media by media_likers
3. Follow the users by using user_follow
