Should :Telescope resume open up a dressing popup?

If I navigate to a typescript file and do the following:

• :Telescope find_files
• Close it(esc)
• :Telescope resume
• Opens up my find_files query. Close it again(esc)
• Invoke vim.lsp.buf.code_action
• Close it(esc)
• :Telescope resume

I would expect that my find_files query to open, but in this case it opens up the dressing code action menu. Is that expected?
