All Python apps (gator-app, gator-core, and sqrl-server) should be upgraded to the latest version of Python.

Does 3.11 break anything?

Not sure. It should be easy to do the upgrade; just involves changing the .python-version and bumping the python version requirement in the pyproject.toml file.
