As titled, there is an updated quasar catalog corresponding to the latest SDSS data release (the final data release of eBOSS), with >200k (~40%) more quasars than DR14Q, mostly at z ~ 1-2. See: https://www.sdss.org/dr16/algorithms/qso_catalog/
It would be nice if these new spectra (and metadata, which I think are more detailed than DR14Q) could be ingested!
