To cover just the minimum operational expense as finalized by the consortium, we need a minimum quorum of Stewards willing to pay the set membership costs.
How are Steward membership costs affected if the minimum quorum is not met ?

Investigation is underway. Operational Budget combined with minimum required nodes for prod/dev/test pools will shape answer. Current estimates in Budget Requirements assume minimum viable operations. Based on early estimates a Steward participate can assume <$100K/yr operational expenses. However, each Steward can monetize entitlements as they deem necessary. Alternatively, subscriber plans are always optional.
