Change description and rationale

Minor bug fix which updates Replan Central to version 1.0.1

- The NOAA / Space Weather Prediction Center changed the URL and
  format for the 3-day solar and geophysical forecast.  This made
  the forecast data unavailable on the Replan Central page. This
  request changes a single configuration file to fix the URL and
  provide updated parse information so the forecast information
  appears in Replan Central again.

Code changes (list affected files and provide code diffs)

No code diffs, just a configuration file specifying a URL and
how to parse the required information from the web page.

Testing
-------

Used the development Ska environment and new config file to verify that
the expected solar and geophysical forecast text now appears in the
web page.

Interface impacts
-----------------

Restores information to the web page which was previously available.
Since this is restoring content that was previously available before the
SWPC URL changed,  the community was not polled prior to deployment.

Review
------

No external review since there is no code change and no interface
impact.

Deployment plan
---------------

Since there is no user interface impact, deployment has been done.  If
needed this can be backed out by installing version 1.0 of the Replan
Central code.
