Split out from #4.

When a user has paid, will the resource server have its own way to discover/confirm that from just their WebID, or should the user(-agent) present credentials that carry or link to proof?

For now, I'll assume the resource server has its own way to do a pro-active look-up in a sort of 'vip guest list', so the paying agent only has to proof their webid as usual, and then they get access based on that
