Allow a mixture of stake warmup/cooldown up to the 18% limit

Problem

We cap stake warmup and cooldown individually at 9% each.

Proposed Solution

Instead cap total stake movement at 18%, allowing any mixture of warmup/cooldown. e.g. 15% stake activation and 3% deactivation
